They can't announce it formally yet, because of election times -_- they are supposed to announce it after July 5th.

The Mexican Youth Institute (the government agency behind the event) just sent me an email with the following content (originally in Spanish of course):

Thank you for your email. For us is an honor to have Haruko Momoi, since we have been informed that she's really enthusiastic about coming to ExpoComic Poder Joven 2009. Unfourtunaly we have had some problems with our main homepage, but we will try to upload the information of our internationals guests as soon as possible. I can tell you that Haruko is more than confirmed. The dates of the event are August 1st-2nd in the CENART, I hope you and your friends can come and have a great time with us.

I've *heard* Momoi's manager might not want she goes to Mexico in the end

To try and clear up the rumors about if she was going or not, someone asked Momoi in person at an event, and she said yes, she will go

Thanks for the news... This event has been quite troublesome, first they said yes but without an official announcement, then it came the official announcement from the event, then the staff told me that she probably wasn't coming and now Momoi and the staff confirms she's coming 

I'm glad that I finished the call book already... need to send it to Coverman.

It has been formally announced on Momoi official webpage finally. The concert is going to be on saturday, but the convention staff told me they have some fan activities with Momoi planned on friday as well. ¿Anyone interested on coming?

In Spanish that's the way it is. We open the exclamation or question sentence with a symbol and end it with another symbol. Like this. in English: How are you? in Spanish: ¿Cómo estas?
